We the people of the Sanaag and Sool regions of Somalia acknowledge that successive generations of our people have been deprived of their rights to freedom, equality, and justice, which were granted by God to all mankind, we the people hereby affirm our declaration set forth below to address long-standing injustices.

The Sanaag and Sool Regions of Somalia Declaration:

• Considering the years of conflict and the immeasurable sufferings of the 
Somali people;
• Having resolved and overcome our past conflicts and facing the future with a 
renewed sense of hope and in the spirit of reconciliation;
• Approving that the Interim Administration of this government emanates from 
the will of the people of Sanaag and Sool regions of Somalia;
• Responding to the popular will of the people of Sanaag and Sool regions who 
overwhelmingly support the establishment of an interim Administration in the Sanaag and Sool regions of Somalia and in exercise of their right to self- determination guaranteed under the comprehensive Somalia federal agreement of 2012, and the interim national constitution of the Federal Republic of Somalia also in 2012;
• Confirming May 15, 2016, interim administration selection was conducted in a transparent manner;
• Resolved to establish a system of interim federal governance in the Sanaag and Sool regions of Somalia that uphold the rule of law, justice, democracy, human rights and respect for diversity;
• Committed to contributing to peace and security, regional stability and the resolution of conflicts through peaceful means in Somalia;
• Remembering and honoring the sacrifices of the Somali people who struggled for the cause of justice, freedom, and prosperity for our people,

Hereby declare:

• The establishment of an Interim federal Administration for the Sanaag and Sool regions of Somalia.
• We, the representatives of the people, based on the will of the people of the Sanaag and Sool regions of Somalia, hereby declare the Northeast Federal State of Somalia fulfilling the provisional constitution of the Federal Republic of Somalia requirement for establishing regional administration within the Independent Sovereign Federal Republic of Somalia.
